Paul Dugan is a native of Wichita growing up on the west side in a home built on his grandparents farm. Paul attended Bishop Carroll High School and then to Kansas City to complete his college education at Rockhurst University. Paul obtained his Juris Doctorate degree from Washburn School of Law in Topeka Kansas graduating with Dean’s Honors. Paul was introduced to administrative law and administrative procedure while working as a law clerk for the Kansas Corporation Commission and was exposed to various aspects of Oil and Gas law, regulated trucking and telecommunications law.
Paul Dugan began his practice of law with the deep belief and goal of developing relationships with people to be their voice in difficult legal matters where they could not speak for themselves. This belief was a trait instilled in Paul by his father whom he had the pleasure of practicing law with for nearly twenty years when Paul Dugan Sr. retired from the firm, Dugan and Dugan Law, Inc.
Early in his career, Paul learned the rewards of representing the hard-working people of Kansas who suffered injuries while on the job, navigating the technical rules and procedures of the Kansas Workers Compensation act, and helping clients injured due the negligence of others collect damages for injuries and medical bills. The opportunity to stand up for those who cannot stand up for themselves has proven to be a great reward!
Paul continued to develop his skills in relationship building when representing the City of Garden Plain Kansas as its City Attorney. Representing a municipality and advising its governing body allowed Paul to see and understand the unique atmosphere of a group offering differing opinions and forming consensus for the good of the organization. The ability to maintain an open, unbiased mind proved an essential element of forming decisions for the common good of all. Those relationship building skills were utilized by Paul in his estate planning practice, probate, and trust administration practice.
After the merger of the partner’s law practices in 2014 into what is now Dugan & Giroux Law, Inc., Paul’s legal focus has been centered on the estate planning and probate practice. Paul and his experienced staff have created a system of developing and implementing an estate plan with the goal of financial organization, appointment of financial and health care representatives, and a non-stressful transition for extended family members in the administration of the plan. Paul creates an investment into each family’s personal lives, getting to know each client’s family dynamic, their asset and financial goals, and the manner in which they wish to create a legacy in making distribution upon death. Each day Paul is blessed with creating legacy plans for families while building lasting connections with his clients. The peace and security of a well-organized estate plan is valued by Paul’s clients in many different ways and for many different reasons. To Paul, this in turn brings peace and fulfillment in the everyday practice of law.
For all of his career Paul has enjoyed giving his time to the Wichita community having volunteered and served for many diverse charitable organizations including The Lord’s Diner, a member of the St. Elizabeth Ann Seton Catholic School Advisory Board, member of the Sedgwick County Fair Board, Past President and board member of the West Sedgwick County Sunrise Rotary Club, board member of the Sunrise Charitable Fund, volunteer for the Valley Center CARES for Kids charity, member of the Valley Center Menocause charity, and board member of Camp Wood YMCA.
